The original idea was to have the building extending beyond the beach, out over and into the lake, As built, it was required to be on solid ground to allow for the bicycle/walkway path that entirely encircles the lake, as I understand. What should be done is to restore the building to its intended state by making the pathway underneath that small extent a charming destination, a stopping off spot the cyclists and strollers would enjoy. As is, the solution smells of bureaucracy rampant.
