I chatted with the painter who was working on the windows one day when I happened by. They are prepped as needed (lots of sanding) and repainted 2x/year.

These easement conditions appear to be quite reasonable and correct. 1) The Tea House is an integral part of the entire ensemble - landscape, house teahouse. 2) Owners, who for the most part are not preservation architects, should indeed be required to consult with experts on any significant change....
