The designer of those silo quarters might have been mentioned by the student; he is Taliesin alum Russell Mahoney. Here he is, at the Taliesin shop a couple of years ago, testing his stair mockup for the first time.

Mr Mahoney posted his project at the Archinect discussion forum, at the time. I encouraged him to post here as well -- apparently that never happened.

That stairway appears to be a version of what is generally referred to as "Ship's Stairs", which are defined as stairs with a slope exceeding 50 degrees (which may or may not be on a ship).
The courts have ruled that OSHA's current regulations on stairways do not apply to any stairs in excess of a 50 degree slope.
