My wife is from Vienna, and her closest friend and a witness at our wedding in Wien lived at that time in the Karl Marx-hof. The apartment was spacious, flooded with light and cheery. It is beloved as a social housing development, well maintained by the city of Vienna, and highly sought after to this day. The grounds and landscaping are delightful.

I was very impressed by it on my visit.
Maintenance is key.

I'd say that the people are also key. The problem with many public housing project isn't the housing part, it's the people part. Mixed used is often best because it involves a wider demographic of people. Is Marx-Hof mixed use?

Yep, from what I understand about successful housing in NYC pre WW2 is that
prospective tenants were carefully screened and interviewed.

Here are some resources I've found educational:

2.) Metropolis Architecture by Ludwig Hilberseimer
GSAPP Books

There is a third one, but I can't find it will post back when I do.

Less than 20 per cent of the grounds are built up, with the rest of the area developed into play areas and lovely gardens. It was designed for a population of about 5,000. The complex also includes laundromats, baths, kindergartens, a library, doctor offices, and business offices.

This would never fly in our US “fear of Socialism” society, but there are some obvious reasons that Karl Marx-hof is a success and Pruitt-Igoe was razed.

Sounds to me like it's mixed use.
It was so calm and peaceful when I was there.
