Considering the history of the property in the past decade, I wouldn't be surprised if he planned to put a giant wall around the house so no one could look at it.

Bizarre...

What sort of "repairs" would he not be allowed to make? "External modifications"? "Confidential"?

Is it possible that he wants to build an additional structure on the lot for increased rental revenue, or heaven forbid, add a couple of extra bedrooms?

Or... He wants to sell, and assumes the property will command a higher price if there were no longer restrictions in place which would be present under the historical status?

Are there greater restrictions on a property if it is covered by a "local historic district" than The National Register of Historic Places?

The street view shows that the property has virtually no privacy. Could the historical status prevent landscaping, fences or walls?

Assuming we accept the statement of being disabled at face value, it could be wheelchair ramps or various modifications to facilitate wheelchair access inside (we are talking about a usonian here). Anyone who has been inside Laurent knows how much larger it is inside to accommodate the chair.

Haynes doesn't have any steps to negotiate at the entrance or inside. The problems to conquer for wheelchair accessibility are three 24" doors into the two bathrooms. The hall is more than 3' wide, so that wouldn't be a big problem.

He has filed numerous suits in the past for all kinds of cases. He tends to file small claims actions (meaning he does not hire a lawyer), which probably would not be available here.
