Form Follow Materials?

I am researching mid-century design in the Pacific NW and come to the conclusion that the local materials...namely wood...created a more Miesian design aesthetic. Like Mies, the wood buildings had regular bays with exposed post and beam structure.

Am I right in the observation that the Europeans who worked in concrete made more sculptural volumes, while those who worked in steel (or wood) made structures of flat planes in regular modules? Are these two recognized schools of modernism?

Wright was in neither camp. His modules were much smaller...3-4 feet or so.
