Looks like a great house. Everything looks in tact but what a job restoring just the woodwork. The biggest restoration issue may be the status of the radiant heat. Also, what appears to be single pane glass - in that climate.

Rather than relocate the house, why not dismantle the house, elevate it 3 or 4 feet and then regrade the site? Seems less costly and it keeps the house were it was intended to be.

I second Tim's advice. If a built-in overhang such as seating is available, a small test patch underneath is a good place to start. Things look very bleak there. It looks like the heat may be off. If it is off, the in ground heating system may be in trouble with frozen pipes.
Some masonry failures as well. The exterior wood trim can be dealt with easliy. Sad to see this state of affairs.
